Clement (Clem) is a life-long resident of Kailua. Three-and-half years into retirement from private industry sales, Clem began working with State Civil Defense (SCD), now known as Hawaii Emergency Management Agency. In his first position, Clem worked as the Hazardous Materials and Exercise Coordinator in the Training, Information and Warning Branch. Three years later, he transferred to the Plans and Operations Branch as the Assistant Operations Officer, eventually working his way to Acting Branch Chief for the same office. While at SCD, Clem responded to five local disasters, and also to Super Storm Sandy in New York City. He retired again in 2011, after 12 years of service with SCD.
Clem (call sign KH7HO) is currently serving as the Amateur Radio Emergency Service (ARES) Pacific Section Emergency Coordinator, which involves training, exercising, and coordinating amateur radio emergency communications in Hawaii, Guam, and Saipan. In addition, Clem is involved with the following amateur radio organizations:
- Hawaii State SKYWARN Member
- State Radio Amateur Civil Emergency Service (RACES) Assistant Coordinator
- City and County of Honolulu, Department of Emergency Management (DEM) RACES
- Member of Emergency Amateur Radio and Koolau Amateur Radio Clubs
- Amateur Extra and an American Radio Relay League volunteer examiner.
Clem also supports disaster preparedness and response with the following groups:
- DEM Community Emergency Response Team (CERT) instructor
- DEM CERT Advisor for Windward Oahu
- Kailua CERT member
- Kailua Neighborhood Board, Disaster Preparedness Subcommittee member
- Hawaii State Voluntary Organizations Active in Disaster (HSVOAD) member
Clem is a U.S. Army veteran, having received his commission from the University of Hawaii at Manoa, Reserve Officer Training Corps program.
